Session S4: Discussion Panel: Software Assessment

The evaluation of the most software systems is a complex problem. From the one hand it requires knowledge how to evaluate quantitatively labour necessary to obtain the required usability. From the second hand it is an economic problem how to compare systems with the comparable performances. So in all cases it needs to build criteria based on the multicriteria anaysis, as well as using some evaluation techniques e.g. the total cost of ownership (TCO), and Cost Benefit Analysis (CBA). This allows to compare the analyzed software with the exiting solutions on the market. But the most important approach from the technological point of view is the function point analysis in both normalized variants: COSMIC and IFPUG in relation to the ab initio method. The last technique allows to evaluate the software as a result of the full IT project, taking into account all its elements required for its successful results. So it is necessary to discuss the difference between two evaluations: market potential of the software and the software value as a tangible assets. In both cases the final result should lead to a quantitative evaluation expressed in currency units, regardless the aim of the analysis.

In cooperation with the election staff of the presidential candidate, Outsourcing Partner has launched a research project to collect and analyze information from social media. The aim of the project was to develop mechanisms to capture information, significantly affecting the image of a candidate at a time when this information was still not popular.
